The village was first mentioned in 1823. Horka u Staré Paky is situated in Podkrkonoší and it is easy to get to winter resorts in Krkonoše from there, where lovers of winter sports will find excellent conditions for both downhill and cross-country skiing. The area around Horka is good for hiking or cycle touring, because there are lots of paths leading to the entire region of Podkrkonoší.
